For Locums and Associates
It is a legal requirement that all clerks are employed. To meet this requirement LCC employs locums and pays them via the SLCC payroll, which ensures that all HMRC off-payroll requirements are met and payments are made for employers NI contributions, pension and annual leave entitlement. It is therefore not possible to work as a locum with LCC on a self-employed basis.

We require our Locums and Associates to hold the CiLCA qualification to ensure LCC offers councils a consistently high standard of service from qualified and experienced clerks. We would, however, consider registering a suitably experienced clerk who has not passed CiLCA and offer them placements in deputy/assistant clerk roles.
We also require our Locums to supply a valid GDPR certificate prior to accepting each and every assignment.
Yes, we place no restrictions on our locums and associates taking work from other sources.
There is no requirement to be a member of SLCC prior to joining our register of locums. We are pleased to confirm that anyone who joins the register will have automatic membership of SLCC in relation to all placements they take on from LCC and this will entitle them to advice and assistance from the SLCC Advice line.

The nature of locum and associate work is variable and unpredictable, and so it is not possible to advise how much work is available. We will however keep all LCC registered locums and associates informed of all available placements, and they are free to express an interest in any placement they consider themselves suitable for.
There is no obligation for locums to take on work; it is entirely up to you whether you are available for a placement.
